武汉纺织大学2026年中国政府奖学金年度评审工作方案
中国政府奖学金年度评审工作是通过评价奖学金获得者本年度综合表现,决定下年度其是否享受奖学金的一项重要工作,是提高留学生培养质量的重要举措。根据国家留学基金委留金来管[2026]4号文件精神和要求,为更好地发挥评审工作的作用,保证评审工作的严肃性,现结合学校实际,制定我校2026年中国政府奖学金年度评审工作方案。
一、评审对象
2026年9月之后继续享受中国政府奖学金学生,共计15人,详细名单见附件。
二、评审内容
根据学生在2025-2026学年的道德品行、学习成绩、学习/科研态度、活动表现四方面情况,培养学院和国际学院分别对每名学生进行定量打分和定性评价。
三、评分细则
道德品行(30分):知华爱华(10分),遵守校纪校规(10分),尊敬师长,友爱同学(10分)
学习成绩(30分):专业课和公共课成绩平均分(30分)
学习/科研态度(20分):按时上课(5分),按时交作业(5分),积极参加科研工作(10分),若以武汉纺织大学为第一单位、第一作者(或通讯作者)身份发表学术论文,该项可得满分
活动表现(20分):积极参与学术活动(5分),积极与导师保持沟通(10分),积极参加课外活动(5分),以武汉纺织大学为第一单位、排名第一(一等奖排名前三),在国际性比赛中获奖,该项可得满分
四、评审程序与时间安排
1. 4月16日前,国际教育学院向评审对象公布武汉纺织大学2025-2026学年中国政府奖学金年度评审工作方案。
2. 4月21日前,学生据实完成自评。
3. 4月30日前,培养学院结合导师意见,对学生进行打分和综合评价,如实填写《中国政府奖学金年度评审(培养学院评审)表》,并提交国际教育学院。
4. 5月12日前,国际教育学院结合《中国政府奖学金年度评审(培养学院评审)表》,补充和完善对学生的评价。
5. 5月20日前,国际教育学院、各培养学院研究并出具最终的评审结果(合格或不合格),向学生公示评审结果3个工作日后,将评审结果提交分管校领导,并上报国家留学基金委。评审结果为不合格的学生,国际教育学院将向国家留学基金会提出中止或取消其享受奖学金的建议。
五、工作要求
1.奖学金年度评审工作是评价奖学金生综合表现和督促其顺利完成学业的有效措施,也是保障奖学金效益的重要举措,请培养学院高度重视,认真做好评审相关各项工作。
2.培养学院应严格按照本方案的要求对申请人的材料进行评审,本着严谨、认真、细致的评审态度,全面了解学生在各方面的表现,并在评审过程中充分讨论,确保评审的客观、真实,以此推动学校留学生工作进一步发展。

Work Plan for the 2026 Annual Review of the Chinese Government Scholarship
The Annual Review of the Chinese Government Scholarship is an important process through which the comprehensive performance of scholarship recipients over the current academic year is evaluated to determine whether they will continue to receive the scholarship in the following year. It also serves as a key measure to enhance the quality of international student education.In accordance with the guiding principles and requirements set forth in Document No. [2026] 4 issued by the China Scholarship Council, and in order to further strengthen the effectiveness and ensure the rigor of the review process, this implementation plan for the 2026 Annual Review of the Chinese Government Scholarship at our university has been formulated in light of the institution’s specific circumstances.
I.Objects of Review
A total of 15 students who will continue to receive the Chinese Government Scholarship after September 2026 are subject to this review. The detailed list is provided in the appendix.
II.Review Content
Evaluation will be conducted based on four aspects: moral character, academic performance, learning/research attitude, and activity performance. Both the host schools and the School of International Education will provide quantitative cores and qualitative evaluations.
III.Scoring Criteria
Moral Conduct (30 points): Demonstrating understanding of and affinity with China (10 points); compliance with university rules and regulations (10 points); respect for teachers and harmonious relationships with fellow students (10 points).Academic Performance (30 points): Average grades of major courses and general courses (30 points).
Study/Research Attitude (20 points): Attending classes on time (5 points); submitting assignments on time (5 points); active participation in research activities (10 points). Full marks may be awarded if the student publishes an academic paper with Wuhan Textile University as the first affiliation and as the first author (or corresponding author).
Activity Performance (20 points): Active participation in academic activities (5 points); maintaining regular communication with supervisors (10 points); active involvement in extracurricular activities (5 points). Full marks may be awarded if the student, with Wuhan Textile University as the first affiliation and as the principal contributor (or among the top three for a first prize), wins an award in an international competition.
IV.Review Procedures and Timeline
1. Before April 16, the School of International Education shall release the Work Plan for the 2025–2026 Academic Year Annual Review of the Chinese Government Scholarship at Wuhan Textile University to all students subject to the review.
2. Before April 21, Students shall complete the self-assessment truthfully.
3.Before April 30, each host school (faculty/department), in consultation with supervisors, shall evaluate and score the students, complete the Annual Review Form for Chinese Government Scholarship (Host School Evaluation) truthfully, and submit it to the School of International Education.
4. Before May 12, the School of International Education shall supplement and refine its evaluation of each student based on the Annual Review Form for Chinese Government Scholarship (Host School Evaluation).
5. Before May 20, the School of International Education, together with the host schools, shall determine and issue the final review results (qualified or unqualified). After publicizing the results to students for three working days, the results shall be submitted to the relevant university authorities and reported to the China Scholarship Council (CSC).For students deemed unqualified, the School of International Education shall propose to the CSC the suspension or termination of their scholarship.
V. Requirements
1.The annual review of the Chinese Government Scholarship is an effective measure to evaluate the comprehensive performance of scholarship students and to ensure the successful completion of their studies. It also plays an important role in safeguarding the effectiveness of the scholarship program. All host schools are required to attach great importance to this work and carry out all related review tasks conscientiously. 2.Each host school shall strictly follow the requirements of this work plan in reviewing the applicants’ materials. With a rigorous, serious, and meticulous attitude, they shall conduct a comprehensive assessment of students’ overall performance. During the review process, sufficient discussion shall be ensured to guarantee objectivity and accuracy, thereby promoting the further development of international student education at the university.
